Introduction

As Chair of Worcestershire VCSE Alliance, I am proud to introduce Understanding and Strengthening the VCSE Sector in Worcestershire, a landmark piece of research that, for the first time, brings together a comprehensive picture of our Voluntary, Community and Social Enterprise sector across the county.

Every day, VCSE organisations and volunteers make a vital contribution to Worcestershire’s communities. They build trust, reach those who are often least likely to engage with services, and respond with creativity and compassion to complex and changing needs. This research clearly demonstrates both the scale and diversity of that contribution, alongside the depth of knowledge, skills and commitment that exists within the sector.

This is a significant strong piece of research commissioned by Worcestershire County Council through the Alliance and undertaken by Tiller Research and the University of Worcester.

For our colleagues in the statutory sector, these reports offer a robust evidence base to better understand the VCSE sector as a strategic partner. It highlights not only the impact already being delivered, but also the opportunity to work more closely together, strengthening prevention, improving outcomes, and designing services that truly reflect the needs of local communities.

For VCSE organisations, this research reflects your collective voice. It captures your strengths, your agility, your relationships, your community insight—as well as the real challenges you face, from increasing demand to ongoing funding pressures. Just as importantly, it provides a shared foundation for future action and collaboration.

This work is not an endpoint. It is the starting point for a clear, evidence-led action plan that will strengthen the sector, support sustainable growth, and enable deeper, more effective partnerships across Worcestershire.

By understanding the VCSE sector more fully, we put ourselves in a stronger position to support it. And by strengthening the sector, we strengthen our communities—ensuring that every resident has access to the support, connection and opportunity they need to thrive.
