The Civil Society Covenant

As part of the Worcestershire VCSE Alliance, we’ve seen first hand how vital strong relationships are between the voluntary sector and statutory authorities. Local infrastructure organisations play a crucial role in bridging communities with local councils, health systems, and other public services.

Now, the government is signalling a major shift in this relationship with the launch of the Civil Society Covenant.

The Covenant sets out to build “an enduring partnership between government and all those who invest their time and money in the service of others.” It recognises that none of the UK’s ambitions—from tackling inequality to improving public services—can succeed without a strong, independent, and collaborative voluntary sector.

What It Means for the VCSE Sector

We’re Recognised as Strategic Partners

  • The government now formally acknowledges the vital role of civil society in solving long-term challenges—not just delivering services but shaping them.

A More Equal Partnership

  • The Covenant promotes open, respectful, and consistent engagement—especially important for smaller charities and community groups.

Long-Term Commitment

  • This isn’t a one-off pledge. Structures like the Joint Civil Society Covenant Council and Task & Finish Groups will ensure ongoing implementation and collaboration.

A Voice in Policy-Making

VCSEs will now have direct input on:

  • Commissioning & procurement
  • Youth engagement
  • Digital inclusion
  • Climate & neighbourhood development

Practical Tools and Funding

  • New Local Covenant Partnerships will support local collaboration.
  • Updated government grant templates aim to reduce bureaucracy and level the playing field.

Learning Together

  • Civil society organisations and government departments will share skills through secondments and mutual learning programmes.

The Civil Society Covenant marks a real opportunity for culture change—toward shared power, co-design, and local leadership.
